Ceuta's great repuatition for duty free shopping has suffered from change of regulations. Shops stay in business, sometimes by cutting prices rather making a profit on volume. Most shops lie along the Paseo del Rebellin.
A nicer, more modern city street is the Alcaide de Sanhez Prados, but it has a strange, empty feeling.
